Russia has reaffirmed its long-held stance that any Western military forces deployed in Ukraine would be treated as “legitimate targets,” following recent commitments by the United Kingdom and France to send troops as part of a proposed peace framework. The Russian Foreign Ministry warned that the presence of Western military units, facilities, or infrastructure on Ukrainian soil would be viewed as direct foreign intervention.
The warning comes after UK Prime Minister Keir Starmer and French President Emmanuel Macron signed a declaration at a meeting of the so-called Coalition of the Willing, pledging to deploy a multinational force to help guarantee Ukraine’s security. Moscow described the move as a fresh militaristic step, stressing that it has repeatedly issued similar cautions at the highest diplomatic levels and remains firmly opposed to any Western troop presence in Ukraine.
Ukrainian President Volodymyr Zelensky has consistently maintained that any peace agreement must include robust security guarantees from Western allies to prevent future Russian aggression. After months of talks involving European countries and the United States, those guarantees are now taking clearer shape, with a legal framework reportedly in place to allow British and French forces to operate in Ukraine. Zelensky said the agreement is close to final approval, pending further high-level discussions, including with the US president.
Russia’s response underscores the deep divide between Moscow and Ukraine’s allies as efforts to end the war continue. Meanwhile, Russian attacks have intensified in recent weeks, particularly against Ukraine’s energy infrastructure, worsening the humanitarian situation as winter deepens. With temperatures expected to plunge to minus 20 degrees Celsius, Ukrainian authorities have urged residents to prepare for further strikes, while Prime Minister Starmer insisted that peace will remain elusive unless Russia shows genuine willingness to compromise.
